1. Engine idling is enough to get almost 100% from alternator, that's what regulator is for. So you don't have to rev up. 2. One of the most common symptoms of bad regulator is significant voltage drop under load. Example (Punto 1). Mind, that regulators are also temperature dependent (it's a function, not a bug).
