When you have a booster, you will only get the points for the core. If you where leveling when doing so they only fill up the points until the core skils are unlocked. If you used the lvl boost on a lvl 80 you get no points because at lvl 80 you have enough to open up your core skills. With expansions you need 250 heropoints for each elite spec. When I made a new elementalist I wanted to be a weaver I used Tomes of Knowledge to level them to 80, went straight to Path of Fire maps and did 25 hero challenges to get 250 points, then bought a full set of exotics from the Trading Post and they were ready for World vs World a few hours after being created. Head up the cliff edge and jump from the plant onto the tree opposite (as indicated by the circle). Head up the tree and leap off the end, catching an Updraft. You need to then ping pong (right and left) through the Updrafts to reach the Hero Point. Start with the Updraft on your right, then turn left and right again.
Gw2's model is "horizontal progression." You don't get better after level 80, but you do get more. Others have answered on gear so I'll touch that then move on. Level 80 exotic with the right stat combo and a proper build is good enough for most content. iHiV.
